How to read these figures

Pay. Gross yearly pay for full-time employee jobs in the tax year ending 5 April 2025, for employees on adult rates who have been in the same job for more than a year, from the ONS Annual Survey of Hours and Earnings (ASHE), which is based on a sample of jobs. Self-employed people are not included. The 2025 provisional figures may be revised next year.

Median and percentiles. The median is the middle figure: half of jobs pay more and half pay less. At the 10th percentile one in ten jobs pay less; at the 25th a quarter pay less; at the 75th a quarter pay more; at the 90th one in ten pay more. Not published means ONS did not publish that figure because the estimate is not reliable enough.

Jobs based in an area and people who live there. The main figure on each page counts jobs based in the area, wherever the worker lives (ASHE Table 7). The residents' figure counts people who live in the area, wherever they work (ASHE Table 8). Either can be the higher of the two.

Take-home pay. 2026/27 income tax and employee National Insurance, tax code 1257L, no pension contributions, no student loan and no other income, rounded to the nearest pound. Scottish council areas use Scottish income tax; the rest use England and Wales rates.

Ranks. 1st is the highest. Ranks compare the 348 council areas on this site; areas with the same figure share a rank (joint). Rent and the amount left after rent and Band D are ranked only for areas with an ONS rent, so Scottish areas are not included in those.

Change on the previous year. The percentage change ONS publishes for each median against its estimate a year earlier. Figures for one area come from a sample, so they can move a lot from one year to the next.

Rent. ONS average monthly private rent for August 2026; the latest two months are provisional. Rents are private rents, not mortgage payments. ONS publishes Scottish rents for Broad Rental Market Areas, which do not match council areas, so Scottish pages have no rent. The salary needed for the average rent to be 30% of take-home pay uses the same rule of thumb as our rent affordability calculator, at England and Wales rates.

Council tax. Band D for 2026/27. England figures are area averages including parish precepts. Welsh figures include police and an average community council charge. Scottish figures are the council's Band D and exclude water and sewerage charges. Your own band may not be D.

Quality. ONS rates each estimate by its coefficient of variation (CV), a measure of sampling error: precise (CV up to 5%), reasonably precise (over 5% and up to 10%) or acceptable (over 10% and up to 20%, use with caution).

How this is worked out

Median salaries are ONS ASHE 2025 provisional figures for full-time employee jobs based in each area, released on 23 October 2025. Take-home pay uses 2026/27 income tax and National Insurance, with Scottish income tax for Scottish council areas.

What these figures assume

  • Pay: gross yearly pay for full-time employee jobs in the tax year ending 5 April 2025, for employees on adult rates in the same job for more than a year, by place of work.
  • Take-home pay: tax code 1257L, no pension contributions, no student loan and no other income, rounded to the nearest pound.
  • Rent: ONS average monthly private rent for August 2026, all property types. The latest two months are provisional.
  • Council tax: Band D for 2026/27. England figures are area averages including parish precepts; Scottish figures exclude water and sewerage charges.
  • Not included: Northern Ireland (ONS does not publish pay by council there, and it has domestic rates rather than council tax), City of London and Isles of Scilly (ONS does not publish all the figures for them).
